We would not withhold what credit may be due to our lethargic Municipal Council. We recently called attention of our readers to the filthy state of our Foreign Settlement, particularly the vacant lot adjoining Messrs. Maltby & Co.'s Tea firing place, which had been converted by the Chinese living in that neighbourhood. Since then this nuisance has in some measure been abated, and we hope the indefatigable Secretary may have instructions as will prevent its recurrence, and that the multifarious duties of the energetic Policeman may not interfere with his seeing that they are carried out.
